/api/v1/Partners/me/rebate-configReturns the caller's effective Rebate config: per-Master override rows (if any) PLUS the firm-default row, so the UI can render inheritance hints. Per-pct inheritance — when an override row leaves a pct as {null}, !:RebateCalcRunner falls back to the firm default's pct.
