/api/v1/Partners/me/cpa-configReturns the caller's effective CPA configs: per-Master override rows PLUS the firm-default rows. CPA inheritance is atomic — when the caller has any enabled override, !:CpaCheckRunner uses the overrides ONLY (not the firm default).
